Canada’s lawmaking body, called Parliament, includes a 105-member Senate and a 338-member House of Commons. The House of Commons debates and votes on bills (proposed laws). The Senate carefully examines the bills passed by the House of Commons and decides whether to approve, change, or reject them. The prime minister selects senators, while members of the House of Commons are elected. Each Canadian province (similar to a state) also has a legislature (lawmaking body) with its own leaders. Canada is divided into ten provinces and three territories. The leader of Canada’s government is the prime minister. The leader of the political party with the most representatives in the House of Commons becomes the prime minister. Parliamentary elections are held at least every four years. The federal government is responsible for national defense, international affairs, the banking system, and policies related to the native population. The provincial governments are responsible for the education, health care, and welfare of their population. Canada’s Market Economy
Like most countries, Canada features a mixed market system much like its neighbour to the south: though the Canadian and U.S. economic systems are primarily free market systems, the federal government controls some basic services, such as the postal service and air traffic control. The Canadian economy also has some characteristics of a socialist system, such as providing social security retirement benefits to retired workers or free health care to its population. The right to own property was included in the English Bill of Rights in 1689, and in 1948, Canada signed the United Nations Universal Declaration of Human Rights, Article 17 of which reads: Everyone has the right to own property alone as well as in association with others.
